    Day Three

The third day of the Legislative Session will feature the annual budget address by the Governor. The Governor will release his proposed budget today, and he will do his best to promote it at a joint session of the General Assembly held in the House Chamber.

The General Assembly actually takes up two budgets each year. The first is popularly called the “supplemental budget,” but it is actually an amendment to the current budget which runs through June 30. The other, popularly called the “big budget,” is the budget for the next fiscal year beginning July 1. The State Constitution requires all bills for raising revenue and appropriating funds to originate in the House so the budget proposals will begin their journey as House Bills.
