Audio of the State of the State address is available here. I was looking up something on the Governor’s fee proposal and an ad started playing. You’ll hear it towards the end of the speech.

I’ll have video and a transcript of the speech later.

Here are some of the notable proposals and points during the speech:
- The amended budget for FY 2009 is set at $19.2 billion, a $2.2 billion cut.
- The FY 2010 budget has been set at $20.2 billion.
- Rainy Day Fund now stands at $1.2 billion.
- $1.2 billion bond package
- Introduction of a major overhaul of the state Department of Human Resources.
- A 1.6% on hospitals and insurance plans to cover Medicaid shortfall and fund statewide trauma network.
- No real commitment on new transportation funding.
- Merit based pay for teachers.
- Legislation that provides the state authority to remove school board members from failing school systems.
