This bill is clearly needed. I am the owner/occupier of single-family residential real estate. I did business with a home improvement company who contracted out the work. I paid in full, but the contractor didn’t pay his subcontractors. The subcontractor is now threatening me with a property lien even though I’ve paid in full. There should be an exception for this condition in the amendment.
